PESR Working on Improving the Infrastructure Connection of Negotino with the A1 Motorway and the Regional Link with Kavadarci

To enable fast and safe access to and from the A1 motorway and provide convenient connection to the central urban area of Negotino, the Public Enterprise for State Roads is working on a solution for construction of an infrastructure facility: an exit from the A1 Motorway, a section from the roundabout near the old Road 103 to Gevgelija, the main “Zheleznichka” Street, up to the roundabout on “Marshal Tito” Street in the Municipality of Negotino.

The project is a joint initiative and will be implemented jointly by the PESR and the Municipality of Negotino. This was the main purpose of the on-site inspection carried out by the PESR Director, Koce Trajanovski, together with his team, and the Mayor of Negotino Municipality, Goran Stojanov, accompanied by the Municipal Secretary Marija Naceva and the municipal team.

The planned length of the infrastructure construction is 1.54 km, with an estimated value of 1.8 million euros. In this regard, the procedure for selecting an economic operator for construction is currently underway, and construction works are expected to begin in early 2026.

The current condition of the section from the A1 Motorway exit (part of Corridor 10), through the roundabout near the old Road 103 to Gevgelija, along the main “Zheleznichka” Street, to the roundabout on “Marshal Tito” Street in the Municipality of Negotino, does not meet traffic needs. Due to insufficiently adapted technical elements and numerous conflict points, this section does not meet the minimum standards for safe and efficient traffic flow.

The construction of the new infrastructure facility on the same route will enable:
• Fast and safe access to and from the A1 motorway,
• Improved connection with the central urban area,
• Enhanced traffic safety,
• Facilitated transport of goods and services.

This intervention will contribute to the economic development of the Municipality of Negotino and the wider region.

Additionally, rehabilitation of the regional road R1103 Kavadarci – Negotino, with a length of about 10 km and an estimated value of 6–7 million euros, is also planned. The project is expected to be completed within 10 months and will enable faster and safer traffic between the two municipalities. Furthermore, design documentation is planned to be developed in 2026 for an expressway construction connecting the two cities, which will improve the transport connectivity and support the regional economic development.

PESR is repairing a retaining wall at an underpass on the Skopje bypass

Because of visible deformations and cracks in a retaining wall of an underpass on the Skopje bypass of State Road A2, the Public Enterprise for State Roads has undertaken activities for its rehabilitation. These conditions were most likely caused by inefficient drainage, which lead to water saturation of the embankment, especially after heavy rainfall.

An on-site inspection was made by the Director of the Public Enterprise for State Roads, Koce Trajanovski, together with his team, the Mayor of Gjorche Petrov Municipality, Aleksandar Stojkoski, and Member of Parliament Bojan Stojanoski.

The project foresees redesigning of the surface drainage channel to direct water toward the culvert; cleaning of the existing culvert; reconstruction of the central drainage system within the road structure; reconstruction of the left drainage; removal of the existing line, including manholes, and installation of a new pipeline; reconstruction and rehabilitation of the pavement structure; injection repair of cracks in the end column of the underpass; installation of additional weep holes for drainage of water from the embankment body, etc.

VATO is the works Contractor, and GEING is Supervision Engineer. The total contract value of the project, including 18% VAT, amounts to 18,486,234.00 MKD.

For the 12-months construction period, a temporary traffic management regime has been approved by the Ministry of Transport and the Ministry of Interior.

PESR: A project design is planned to complete the Brvenica road interchange

For the purpose of finding the most economically acceptable, efficient, and at the same time safest solution for the completion of the Brvenica road interchange, the Director of the Public Enterprise for State Roads, Koce Trajanovski, and the Mayor of the Municipality of Brvenica, Jovica Ilievski, together with their expert teams from PESR and the Municipality of Brvenica, conducted a field visit.

The Brvenica road interchange is part of the road network of State Road A2 on the Skopje–Tetovo–Gostivar section. On the northern side of the motorway, part of the interchange has already been constructed, enabling exit from Skopje toward Brvenica and entry from Brvenica toward Gostivar.

To complete the Brvenica interchange, a project design is planned for the southern side, that will provide for an exit from Gostivar toward Brvenica and an entry from Brvenica toward Skopje.

In this way, a decades-long problem in the region concerning the connection of Brvenica and the surrounding settlements with the existing A2 motorway toward Skopje will be resolved. The new connection will also help reduce traffic congestion in the region and nearby settlements, thereby improving the living conditions of residents and enhancing traffic safety and flow.

PROGRESS MONITORING: Rehabilitation of bridge over the Vardar River (near v.Zdunje)

The Public Enterprise for State Roads is having the bridge over the Vardar River (near the village of Zdunje) on State Road A2, section Gostivar – Straza rehabilitated.

Namely, the condition of this 50-meter bridge has long been such that it required a rehabilitation in order to reinforce it and thereby increase its safety, as well as the safety of all traffic participants using this road section.

The bridge has an 8-meter-wide carriageway and 1.20 meters wide sidewalks, all of which are planned to be completely rehabilitated under the project. The Contractor PELAGONIJA AD Gostivar and the Supervising Engineer GEING DOO Skopje have already completed about 50% of the construction activities. Currently, works are being executed on the left side of the bridge in the direction from Gostivar toward Straza, including:

  • works on the bridge substructure;
  • rehabilitation of the left main girder;
  • concreting part of the secondary beams;
  • rehabilitation of the upper concrete deck of the bridge, after which a new asphalt layer will be applied, etc.

Once works on the left side are completed, activities will continue on the right side.

Due to the ongoing construction works, there is a temporary traffic regime in place. Considering the high traffic volume on this road section, the Public Enterprise for State Roads appeals to drivers to carefully follow traffic signs and exercise patience.

The total value of the project for the rehabilitation of the bridge over the Vardar River (near the village of Zdunje) on State Road A2, section Gostivar – Straza, amounts to 41,149,154.50 denars.

“Building the Future – Corridors 8 and 10d Are Becoming Reality”

The Director of the Public Enterprise for State Roads, Koce Trajanovski, together with the team of the PESR project unit and the Contractor, went for an on-site inspection of the works on Tetovo–Gostivar motorway, which is being constructed by the American-Turkish consortium Bechtel & Enka. Corridors 8 and 10d are becoming a reality, and their construction marks an important step toward a modern and safe road infrastructure. Our goal is clear – to connect the regions and countries through motorways that will bring economic development and a European perspective.

The Contractor, the American-Turkish consortium Bechtel & Enka, has been actively working on all three sections, and visible progress has been made on the Tetovo–Gostivar section since construction began on-site. Until now:

    • Approximately 150,000 m³ of earth has been excavated, 310,000 m³ of fill material has been installed, 2,500 m³ of concrete has been produced for completing works on the motorway section;
    • Around 1,200 workers are currently engaged on sections 1 and 2, with over 750 different machines and pieces of equipment in use. These figures also include subcontractors. At present, 60% of suppliers and 90% of subcontractors are domestic companies.
    • To date, uninterrupted works have been enabled along approximately 9 km of the total 17.5 km of the Tetovo–Gostivar section.

Corridors 8 and 10d are not just roads – they are our connection to the region, the Balkans, and Europe. The construction of these new road sections is a step toward the future we all deserve.

Public Enterprise for State Roads (PESR): Improving Road Infrastructure and Undertaking Key Construction Activities in the Municipality of Delchevo

Several important construction activities are underway in the Municipality of Delchevo, financed by the Public Enterprise for State Roads (ЈПДП). To inspect the ongoing works, PESR Director Koce Trajanovski, accompanied by his expert team, Deputy Director of the Public Enterprise for Maintenance and Protection of Main and Regional Roads Aleksandar Shukovski and his team, as well as MP Dragan Kovachki and Delchevo municipal councilor Ivan Gocevski, went for a site visit of the road reconstruction and construction that are in progress.

Works are being performed on sections of regional roads R1302 (exit from Delchevo toward Pehchevo), R2341 (Delchevo – Gabrovo village), and on the deviation near Crkvenska River, where a design for rehabilitation of the damaged bridge is also being developed.

Under the 2025 Program, the PESR has allocated 20 million denars for the rehabilitation of a section of road R1302, covering an area of 10,200 m². The works include milling of the old pavement and laying a new asphalt layer totaling 1,400 tons.

For the section from Delchevo to Gabrovo village (R2341), 22 million denars are planned. A new asphalt layer of 2,120 tons will be laid over 12,500 m², with the construction of shoulders on both sides of the carriageway.

To ensure uninterrupted traffic flow until the full rehabilitation of the bridge at Crkvenska River, 6 million denars are being invested in the roadbase and asphalt layer on the deviation. Project documentation for the bridge rehabilitation is currently being prepared.

The contractor for all construction activities is the public enterprise “Makedonijapat.” The total PESR investment in road infrastructure in Delchevo for 2025 amounts to 48 million denars.

In addition, this year PESR plans to invest 155 million denars in the state road A3 section from Zvegor (Delchevo) to the Border Crossing Point with the Republic of Bulgaria, which is in very poor condition but will soon be revitalized as construction activities will begin this autumn.

With the rehabilitation of this 5.3 km section, better conditions will be provided for traffic flow—safer, more economical, and smoother vehicle movement.

The project includes complete milling of the existing asphalt pavement and laying new asphalt: approximately 31,000 m² for the first layer and around 55,000 m² for the final layer. Additionally, critical slopes will be stabilized and relieved of unstable rocky material, protective steel mesh will be installed, and new traffic signage and road equipment will be added.

This marks a significant step toward improving road infrastructure and enhancing citizen safety.

PROGRESS MONITORING: Rehabilitation of the Kriva Palanka Bypass, part of State Road A2

Rehabilitation works are currently underway on the Kriva Palanka Bypass, part of State Road A2, covering a section 4.5 kilometers long. This project represents an important step toward improving road infrastructure and traffic safety in the region.

A site inspection of the ongoing works was therefore made by the Director of the Public Enterprise for State Roads, Koce Trajanovski, together with the professional team, in the presence of the Contractor, the Supervising Engineer, and Member of Parliament Emil Spasovski.

At present, the works are progressing continuously. The rehabilitation includes complete removal of the existing asphalt and installation of a new two-layer pavement structure: an 8 cm thick bituminous base layer and a 6 cm thick wearing surface. The carriageway is 7.5 meters wide, consisting of two lanes of 3.5 meters each and shoulders of 1.3 meters.

Along the route, there are five culverts, two bridges, and one underpass, all of which are subject to reconstruction and strengthening. In addition, modern vertical and horizontal road markings will be installed, as well as new steel safety barriers compliant with the European standard EN1317.

The Contractor of the works is Granit, while Euro Consulting, in consortium with Diwi Makedonija, is responsible for supervision. The contract value amounts to 68,511,708.84 denars (excluding VAT), or approximately 1.12 million euros.

During the construction period, a temporary traffic regime is in place, and all drivers are urged to carefully follow the posted traffic signs.

Upon completion, this project is expected to significantly enhance traffic safety and improve connectivity with the new Kriva Palanka – Stracin expressway to the west and the reconstructed road to the Deve Bair border crossing to the east.

Regional Road Connection to the Bulgarian Border – Key to Economic Development and Better Living Standard

The A4 national road running from Strumica to the Bulgarian border holds strategic importance for Southeastern Macedonia, because it is a vital corridor for economic and traffic flow between our country and its eastern neighbor. This route plays a crucial role in developing the local economy, expanding tourism potential, and creating new business opportunities.

Recognizing its importance, the Public Enterprise for State Roads (PESR) has allocated 30 million denars in 2025 for the rehabilitation of the most damaged segments of the A4 national road. These funds have been used to upgrade three sections along the route.

The rehabilitation covered parts near the Robovska intersection, the stretch from Sekirnik village to Sushica village, and the road running through Novo Selo, spanning approximately 2 kilometers with a variable carriageway width of around 6.5 meters. In total, 10,500 square meters of asphalt surface were renewed, involving complete removal of old, damaged layers and installation of 2,000 tons of new asphalt.

The contractor for the works is the Public Enterprise for Maintenance and Protection of Main and Regional Roads (PE Makedonijapat).

The rehabilitation of these sections—near the Robovska intersection, from Sekirnik to Sushica, and through Novo Selo—will ensure faster, easier, and safer travel for all passengers and drivers. The upgraded infrastructure will enhance safety, reduce travel time, and improve traffic comfort, positively impacting not only the local population but also businesses relying on this road corridor.

PROGRESS MONITORING: Widening the Carriageway and Enhancing Safety on Route R2234 from Dolno Tateshi to Mislodezhda

In order to significantly improve traffic safety and improve the services for residents gravitating toward the municipality of Struga, the Public Enterprise for State Roads (PESR) has allocated 20 million denars – from its program for state roads maintenance and protection – for the rehabilitation of regional road R2243. This road section represents a key link for the local population, as it passes through several settlements and is of great importance for citizens’ daily travel, supply of goods, and the development of tourism in the region.

The planned funds will be used for the complete rehabilitation of the section stretching from the village of Dolno Tateshi to Mislodezhda, with a total length of 3,500 meters. The project foresees interventions aimed at improving the infrastructure and enabling safer and more efficient vehicle movement.

The construction activities, carried out by the Public Enterprise Makedonijapat, include widening the carriageway from the current 3.8 meters to 5 meters, which will allow for easier passing of vehicles and reduce the risk of traffic accidents. For the needs of the project, the plan includes excavation of 3,000 cubic meters of earth material, installation of 900 cubic meters of base layer for stabilization and paving with a total of 1,200 tons of asphalt.

With the realization of this investment, the quality of the road network will be improved, access to rural settlements will be facilitated, while at the same time encouraging economic development and improving the living conditions of the local population. Additionally, the improved infrastructure will enable faster and safer communication both at the local and regional level.
