PROCEDURE FOR ISSUING AN EXTRAORDINARY TRANSPORT PERMIT FOR TOTAL WEIGHT OF ROAD TRAINS WITH LOAD NOT EXCEEDING 45T

Applicants requesting a permit for extraordinary transport should submit the documents listed below to the Extraordinary Transport Unit of the Public Enterprise for State Roads:

  1. Completed and signed Application form for an Extraordinary Transport Permit (the Application form can be downloaded from the website of the Public Enterprise for State Roads). 

  2. Completed sketch of the appearance, mass, dimensions, and distance between axles of the loaded road train, in 2 (two) copies (sketches of a loaded road train can be downloaded from the website of the Public Enterprise for State Roads).

  3. One (1) photocopy of vehicle licenses of the towing engine and the trailer(s).

  4. Payment slip for the paid stamp duty in the amount of 50.00 (fifty) denars.

For any clarifications and/or assistance needed concerning completion of the Application form and/or the sketches, the applicants can contact the Extraordinary Transport Unit of the Public Enterprise for State Roads.

Based on the data provided in the Application form for an Extraordinary Transport Permit, a calculation is made upon which the applicant shall receive copies of the filled-out information on the payment slips and make the payment of the required amount. The applicant shall make payments with separate payment slips for the Extraordinary Transport Permit to the PESR account(s) and to the Budget of the Republic of Macedonia. The applicant shall, upon making those payments, submit the verified payment slips to the Extraordinary Transport Unit of the PESR. On applicant’s request, the payment can also be made against a pro-forma invoice. Shall the applicant fail to make payment against the pro-forma invoice within 7 (seven) days, the application for issuing an Extraordinary Transport Permit shall be closed as unclaimed.

The cost of the Extraordinary Transport Permit shall be computed according to the following: a) Decision on the amounts charged for installing signboards and billboards in a state road reserve, connection of an access road to a state road, positioning installations at the roadbase and roadside of a state road, construction and use of commercial facilities to which access is permitted for a public road outside a settlement, for excessive use of a state road, for extraordinary transport and for damages on a state road and road facilities (“Official Gazette of the Republic of Macedonia” no. 139/2008); and b) Rulebook on technical requirements for the systems, components, independent technical units, equipment, dimension and total mass and axle load of vehicles (“Official Gazette of RM no. 21/2010). FOR TOTAL WEIGHT OF ROAD TRAINS WITH LOAD EXCEEDING 45T AND FOR OVERSIZE LOADS IN TERMS OF LENGTH, HEIGHT AND WIDTH EXCEEDING THE STANDARD LEGAL SIZES 

Applicants requesting a permit for extraordinary transport should submit the documents listed below to the Extraordinary Transport Unit of the Public Enterprise for State Roads:  

  1. Completed and signed Application form for an Extraordinary Transport Permit in 2 (two) copies (the Application form can be downloaded from the website of the Public Enterprise for State Roads). 

  2. Completed sketch of the appearance, mass, dimensions and distance between axles of the loaded road train, in 3 (three) copies (sketches of a loaded road train can be downloaded from the website of the Public Enterprise for State Roads).

  3. Two (2) photocopies of vehicle licenses of the towing engine and the trailer(s).

  4. Payment slip for the paid stamp duty in the amount of 50.00 (fifty) denars.

Certified true copies of the Application forms are delivered to the Ministry of Internal Affairs of the Republic of Macedonia by the Extraordinary Transport Unit of the PESR by 11:00 hrs. each working day. The Interior Ministry issues its approvals at 14:00 hrs. each working day.

Based on the data provided in the Application form for an Extraordinary Transport Permit, the applicant shall receive copies of the filled-out information on the payment slips and make the payment of the required amount. The applicant shall make payments with separate payment slips for the Extraordinary Transport Permit to the PESR account(s) and to the Budget of the Republic of Macedonia. The applicant shall, upon making those payments, submit the verified payment slips to the Extraordinary Transport Unit of the PESR. On applicant’s request, the payment can also be made against a pro-forma invoice. Shall the applicant fail to make payment against the pro-forma invoice within 7 (seven) days, the application for issuing an Extraordinary Transport Permit shall be closed as unclaimed.

The amount of the administrative fee to be paid on the account of the Budget of the Republic of Macedonia shall be in accordance with the tariff no. 19 of the Law on Administrative Fees (“Official Gazette of RM” no. 6/10).

The cost of the Extraordinary Transport Permit shall be computed according to the following: a) Decision on the amounts charged for installing signboards and billboards in a state road reserve, connection of an access road to a state road, positioning installations at the roadbase and roadside of a state road, construction and use of commercial facilities to which access is permitted for a public road outside a settlement, for excessive use of a state road, for extraordinary transport and for damages on a state road and road facilities (“Official Gazette of the Republic of Macedonia” no. 139/2008); and b) Rulebook on technical requirements for the systems, components, independent technical units, equipment, dimensions and total mass and axle load of vehicles (“Official Gazette of RM no. 21/2010). In cases when real measured weights and dimensions shall exceed the reported weights and dimensions of the road train, the original Extraordinary Transport Permit shall be returned non-cancelled, with an enclosed evidence – weighting scale note, or weighting data of mobile weighting scales for weights exceeding 50 tons at border crossings (BC), i.e. exceeding 60 tons at BC Tabanovce and BC Bogorodica, then the application shall be modified, and new calculation shall be made according to the corrected data, based on which additional payment shall be made for the Permit. In accordance with this procedure, a new Extraordinary Transport Permit shall be issued with corrected data. The returned Permit and the new Permit shall both be parts of the case file.

In case the Application is for a total load exceeding 80 tons, the applicant is required to submit a Report of performed additional analysis of the load capacity of bridges. The analysis is made at the applicant’s cost and should be submitted prior to submitting the Application, and the Conclusion terms are included in the Permit.



  1. EXTRAORDINARY TRANSPORT PERMIT PAYMENT TO THE PUBLIC ENTERPRISE FOR STATE ROADS 

Calculations shall be made according to data provided in the Application form for an Extraordinary Transport Permit, upon which the applicant shall make the required payment with a payment slip to the PESR account.

    1. ADMINISTRATIVE FEE PAYMENT TO THE BUDGET OF THE REPUBLIC OF MACEDONIA

    Applicants are obliged to make a payment on the account of the Budget of the Republic of Macedonia when applying for an Extraordinary Transport Permit. The amount to be paid depends on the type of transport: international transport or transit through the Republic of Macedonia, and domestic transport in the Republic of Macedonia.

    1. PAYMENT OF STAMP DUTY TO THE BUDGET OF THE REPUBLIC OF MACEDONIA

Applicants are obliged to make a stamp duty payment on the account of the Budget of the Republic of Macedonia when applying for an Extraordinary Transport Permit. The amount to be paid is 50.00 denars.
